GENERAL MEETING MINUTES
December 5, 1989
Attendees: Dan Bunting, Bob Kistner, Bob Smith, Dave Loseman, Brian Hyde, Gerald Williams, Bill DeGroot, Nancy Stone, Mary Fran Meyers, Tom Nelson, Dennis Maroney, Larry Dezman, Kevin Stewart.
The meeting was convened at approximately 2:10 PM by Dan Bunting. Members in attendance are listed above.
The minutes of the October 18, 1989, were approved as submitted.
Membership is now at 22 individual members, 3 agency members and one corporate member.
The association has received $950 in membership dues and has outstanding obligations of $400 for legal work and $40 for printing.
The legal work for the articles of incorporation is proceeding. The lawyer had put in a clause prohibiting lobbying but Dan Bunting told him that we have to be able to do that. The lawyer thinks he can work it out. The group agreed with Dan that we need to have that capability.
It was decided to try to have the first annual conference of the Association in a mountain location, like Beaver Creek, in the late-April to early-May time frame. The conference would be two nights with one and one-half days of sessions. The following people were appointed to the conference committee: Bob Kistner - Chair, Brian Hyde, Bob Smith, Gerald Williams, Dan Bunting, Tom Nelson and Dennis Maroney.
The initial editor for the newsletter will be Nancy Stone. The target date for the first issue is February, 1990.
The following committees were established and chairs appointed. Chairs are responsible for recruiting additional members.
Stormwater Quality -Larry Dezman
Grants -Bob Kistner
1991 ASFPM Conference -Bill Stanton (assuming he joins)
Membership- Mark Glidden
ASFPM Board of Directors Search Committee -Dottie Nazarenus
The group reviewed and unanimously accepted Brian Hyde's suggested CASFM regions (map attached).
The decision was made to keep Secretary/Treasurer as one position for the present. When the work load increases sufficiently, it can be divided into two positions.
The following nominations for officers were agreed to:
Chair- Dan Bunting, Bob Smith
Vice Chair -Bob Kistner, Gerald Williams, Clancy Philipsborn
Sec./Treas. -Bill DeGroot, Brian Hyde
Nancy Stone will prepare and mail the ballots They will be returned to Mary Fran Meyers who will be responsible for counting them. Ballots will be due by close of business on Jan. 12, 1990.
Mary Fran Meyers indicated that FEMA intends to have a conference in Denver nest spring to explain the new community Rating System to local government representatives. Mary Fran will check with Doug Gore to see if there is any opportunity to combine this FEMA effort into our annual conference.
The next meeting will be on January 19, 1990 at 1:00 PM at the Urban Drainage and Flood Control District. Agenda items will include the annual conference and discussion of newsletter articles.
