ITEMS DISCUSSED

1.      Membership

1997 membership stands at 141 people. Kevin will send out a reminder to 1996 members who have not yet renewing their 1997 membership.

2.      Newsletter

Chip is working to get the next issue out by the end of January. Chip asked if we should send out copies of our newsletter to other state chapters. Those in attendance thought this would be a good idea.

3.      Treasurer's Report

Savings Balance = $32.25 Checking Balance = $10,523.23

Walt will assemble a 1996 conference summary of expenses and provide this information to Susan for 1997 conference budgetary purposes.

4.      1997 Conference

Susan handed out the 1997 Conference planning materials. We discussed an organizational liaison who could coordinate with other organizations on a year around basis. This would provide a better coordination effort when it comes to inviting other organizations to our workshops and conferences.

The 1997 conference will be held on a Monday - Wednesday time frame due to available hotel bookings. it will again be held at the Vail Cascade Hotel & Club.

Larry will be in charge of the golf tournament. He will contact potential golfers and discuss where and when they would like to play golf adjacent to the conference.

We discusses the following items: making the conference sessions longer; keeping speakers to their time frames; leaving out the field trip in place of a detailed workshop; charging an extra $25 per person to attend special workshops at the conference; obtaining an instructor for a workshop; and having another organization put on a workshop at our conference.

Kevin McBride from the City of Fort Collins Stormwater Utility would be willing to put on a workshop/training session/talk on Wetlands 391 new criteria. Doug also heard about changes from the Corp of Engineers on Wetlands.

ideas for a theme were reviewed and the selected theme is "Connecting with the Community".

A keynote speaker was discussed: maybe somebody from the West Coast - California due to recent flooding issues; consider cost involved to fly in somebody; maybe a speaker without a tie such as a farmer or land owner in order to get a different view.

Budget - Susan's goal is to keep the conference registration the same as 1996 which was $150.00 for CASFM members. At this price CASFM will subsidize $1,500 - $2,000 as in 1996.

Speakers should be charged to attend the conference and told up front about the cost with the "Call for Papers".

The conference brochure should include cut off dates with statements such as "no refunds after .... date". The conference brochure should also include statements such as ''registration includes meals".

We need ideas for the conference logo. Susan is calling an interim planning meeting in February and she will contact those persons who should attend and coordinate with their schedules.

5.      Workshops

LOMR/CLOMR workshops are currently being planned for April 17th in Greeley, May 21st in Pueblo, and June 19th in Grand Junction. The workshops are geared for people who need to understand what to do, why they are to do them, when they are to do them, and what if they don't do them.

We should invite Cheyenne, Laramie, northern New Mexico, and Utah folks also. We are planning to invite community public officials from all over Colorado.

We should place an advertisement on the Internet. John, Craig, and Chip will coordinate on an Internet advertisement.

The workshops will cost $30 for non-members and $25 for members. They will run from 8:30 - 1:00 pm including lunch.

6.      Community Benefit Program

The group felt that the LOMR/CLOMR workshops is the first phase of a community benefit program. Brian explained that he was never able to complete his original research due to the unfinished work of his helpers. Therefore maybe we should have a questionnaire at each workshop for the communities to see if they are interested in future workshops. We could suggest future workshop topics and also leave fill in the blanks to see what the interest level is. We could pass out the questionnaire during the middle of the workshop and give everyone 10 minutes to complete the questionnaire and then collect them. Brian will draft up a questionnaire and pass it by various folks for review and comment. Larry said he has received lots of questions from various communities related to on-site detention and who is in charge of it. This may be a future topic.

Larry explained that each natural disaster has its own needs for services and volunteers. Larry would like to chair a flood reservist committee, have an annual contact list, do an annual update, and he would like to discuss this further at the next meeting.

Larry would like to discuss the "River Rehabilitation and Floodplain Management Needs Inventory" at the next general planning meeting.

Kevin and John will work on updating the CASFM brochure handout for distribution at each workshop. John suggested we have a table of handouts for the communities to take various things with them when they leave. Brian indicated he could create a resource bank of reference materials, for the communities to call or write for, through CWCB.

Chip suggested referencing new publications in the next newsletter. If anyone knows of new publications, please contact Chip.

If Colorado receives a large March snowfall, CWCB will most likely put on 2-3 small workshops in various mountain communities and may ask for CASFM sponsorship/ endorsement.

The California chapter sends out fee copies of new publications to all of their members. John thought we should take advantage of organization's free publications and he will look into this.

7.      Misc.

Brian is on the technical mapping advisory panel. Anyone interested in this should contact Brian for information or input.
