GENERAL MEETING MINUTES

The following is a summary of the interactions, comments and future items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised or issues for further consideration. Should the attendees believe that anything may be misrepresented or misleading, please bring this to the attention of Cindy Thrush, CASFM Secretary.
Distribution of Minutes
CASFM has “Stormed into the New Century” and now has the capability to e-mail information to all members who have e-mail. The CASFM General Meeting Minutes will now be sent to those members on our e-mail distribution list in an effort to keep members informed of General activities and discussions. Usually meeting minutes will be distributed about 2 weeks after a General Meeting. It should be noted that General Meetings are open to all members and we are always looking for a few new faces.
1. Newsletter Review
The newsletter was sent out and so far has had great reviews. Thanks go to Kevin Gingery and Dan Bare for getting this out. It appears that using an editor who is paid to produce the newsletter will work well for our organization. We still need someone on the Board level to coordinate this effort and serve as the contact for the editor. It was decided that the newsletter contact duties will be assigned to the vice chair position. On a quarterly schedule the regional reps and chairs of the Stormwater and Flood Committees will be asked to contribute information to the newsletter. We will also consider going back to using a little color and perhaps explore using a different format. Cindy will send copies of other state sections’ newsletters to the vice chair.
2. Workshop & Seminar Scheduling
It was suggested that we coordinate with CDOT on some seminars, and at a minimum show our support for the ones they are conducting like the bridge scour one that was held recently. CASFM will write a letter of support.
2a. Floodplain 101 Workshop – Brian Hyde is working on this. No new information at this time.
2b. October workshop – Craig Houdeshell – The date has been set for the first Thursday in November. Still struggling with the best topic. Have had lots of interest in preparation of FEMA documents to revise the floodplain (i.e., Conditional Letter of Map Revision - CLOMR).
2c. Other workshop: Mark Matulik with CWCB is coordinating workshops on Flood Hazard Mitigation on September 25 - 28, 2000. Mark received the CASFM mailing list to send out announcements.
3. Secretary Update
3a. No corrections to last meeting minutes
3b. Membership update: We have retained the services of Barb Meier to assist CASFM with maintenance of the membership database. This includes sending out new membership applications, membership renewal notices, membership lists and mailing labels. Cindy is greatly relieved to have this time consuming responsibility removed from a volunteer position. Thanks to Kevin for arranging this. We discussed the transition period and the need to have a procedure or policy for requests for information from Barb. Cindy has transferred the electronic versions of all the form and database to Barb. One of the first tasks will be to start an e-mail address book so that we have the capability of sending info out to all members via e-mail. Kevin will work with Barb on this.
3c. Mailbox update: Nothing new in the mailbox….except a few newsletters and renewals. The post office box fees are due and the invoice was sent to the treasurer.
4. Treasurer Update
A report was not submitted for this meeting. The last report is as follows.

5. Regional Representative’s Update
5a. CASFM Happy Hour Social Activities: Stuart Gardner is still thinking about coordinating one for the NW Region, perhaps a late fall time frame. The second Metro Region social was held May 18th at Baby Does. There was a good speech from Dr. Bob Jarrett of the USGS and a good turn out of about 20-25 people. David reported on the NE Regions first happy hour social which was held on Thursday, June 8th at CB Potts in Ft. Collins. The NE Region also had a good turn out and enjoyed listening to the speaker, Dr. Larry Roesner of CSU. Bob Soloman is working on setting up a social for the SE Region.
5b. Other News: Potential other speakers were suggested for future socials, these include Neil Grieg from CSU and Tim Carey from Army Corp on new 404 Nationwide Permit requirements.
6. ASFPM Conference Summary
Several CASFM members attended the National ASFPM conference in Austin at the
end of June. Two Colorado projects received National awards at the conference.
We were aware of the Willow Creek Project but were surprised when they announced
the Roaring Fork and Frying Pan Rivers Multi-objective Planning Project also
received a national award. The award was renamed to the James Lee Witt local
award for excellence and Mr. Witt of FEMA was there to present the awards. Kevin
also provided a detailed summary of some of the conference highlights. At the
chapter breakfast it was decided that the dues to National would be $200 plus
pay as you go for additional services. Don Glondas was voted in to continue as
our coordinator. National is also continuing to push the certification for
floodplain administrators program. Mike Armstrong announced during his
presentation that the National Loss Prevent Model is just about complete and
ready for use. There seemed to be two major themes at the conference, one on no
adverse impact for floodplains (i.e., no rise), and one on stream restoration.
Also handed out for consideration was a proposed Memorandum of Affirmation from
ASFPM regarding the role of ASFPM and the state chapters. At first glance the
document appears very formal with all the appropriate “whereas” this and that’s.
It seemed like a little too much and came across as a “pledge of allegiance” to
National. Further discussion will be held on the Memorandum of Addirmation at
the Conference and at the next General Meeting.
7. 2000 Conference Planning
2000 Conference is August 30th, 31st and September 1st at the Sheridan in Steamboat Springs. Conference theme is “Storming into the 21st Century”
The brochure was mailed out and the registrations are flowing in. The early registration deadline is August 1st. The hotel registration reservation deadline for guaranteed rooms is July 15th. It would be good if we could e-mail all the members with a few reminders about the conference. John reported that some of the remaining items left to do include sending out reminder letters to the speakers for their abstracts and getting the notebook materials ready. The program is being finalized now and moderators arranged. Doug Triest is coordinating the bike trip. Mark Glidden is coordinating the panel discussion and has it just about wrapped up. John Doerfer reported on the award submittals. He has 8 good submittals. He is setting up a committee to judge them and narrow down the list to the top four. This will be done by the end of the month. It was also discussed that the National award winners from the ASFPM conference should be recognized at our awards dinner. Other recognition is long over due for Chip Paulson for all his newsletter efforts. The only other outgoing officer is Doug who has already gotten a plaque. There was some discussion of acknowledging founding members of CASFM perhaps not through a plaque but maybe a newsletter article on what is was like then and what these people are doing now. One person so far has signed up for the golf tournament. Mike expressed a need to have potential vendor support for prizes for golf. No update on the vendors but Doug Williams is working on it as usual and they always seem to show up and support us.
We won’t have another Board meeting before the conference but it appears everything is in order. Thanks go to the entire committee listed below and especially to the conference and program chairs.

We should encourage the general membership to attend the committee breakfast at the conference. Some people do not know this is a general meeting and don’t think they belong to the “committee”.
8. Other Items
It would be nice to have more people at our Board meetings to get more involvement. Perhaps distributing the Board meeting minutes to the entire membership would gain some additional interest.
A project is underway to put UDSWMM in a windows based format.
Some action in congress to consider having James Lee Witts position as FEMA director not a politically appointed position.
