March 15, 2001 – City of Loveland Offices

The following is a summary of the interactions, comments and future items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised or issues for further consideration. Should the attendees believe that anything may be misrepresented or misleading, please bring this to the attention of Cindy Thrush, CASFM Secretary.

 

1.          Membership Update

 

We currently have 348 members in our database. 64 people have not renewed yet from last year. A current membership list will be distributed via e-mail in the next few weeks.

 

2.          Secretary Update

 

2a. No corrections to the last meeting minutes.
2b. Mailbox update: one newsletter from Arkansas chapter, ASFPM newsletters and junk mail.
 

3.         Treasurer Update

 

David Hollingsworth presented the Tresurer’s Report. For the reporting period, we have $1,372.16 in expenses (socials, ASFPM dues, printing) and $7,650 in revenue from membership renewal dues. Our current balances are $36.71 in Savings and $15,104.61 in checking. David also provided a comparison between the budget and what has been spent to date.

David also started to fill out our tax return, form 990-EZ, Return of Organization Exempt From Income Tax. He will retain the services of an Accountant to fill in the remaining missing blanks and submit it on our behalf.

 

4.         Regional Representative’s Update

 

4a: CASFM Happy Hour Social Activities: The last social for the Metro Area was held on February, 15, 2001. Bryan Rappolt from HDR, presented the Urban Drainage and Flood Control District’s Early Flood Warning Program. The social was well attended. Thanks goes to Doug Triest who has been coordinating the Metro socials. The regional representative for the NE Region, Debbie Haferman, hosted a social on March 15th at CB Potts in Ft. Collins. The SE Region plans to hold a social for their region in the next month or so.

 

4b. Future Meeting and Field Trips: NO action this past period. Still looking for volunteers to coordinate. Volunteers to coordinate field trips are welcome to contact Doug Triest and or John Doerfer.
 

5.         Workshop and Seminar Scheduling

 

Floodplain 101 Workshop –Nothing new to report on this workshop. Debbie is coordinating a workshop on FEMA’s Conditional Letter of Map Revision and Letter of Map Revision (CLOMR/LOMR) process. The date has been set for July 12 and 13th in Ft. Collins. An announcement has been sent to all CASFM Members. Sally McGee from FEMA and Tom Smith from Michael Baker will also be at this workshop. Debbie is working to get the CML mailing list to also send the announcement to those members. Urban Drainage will also be having a short seminar/workshop during this same week in Denver to discuss the process for submitting CLOMR/LOMR’s that will be reviewed by Urban Drainage. It is expected that starting some time in July, CLOMR/LOMR review for projects in the Urban Drainage District Boundaries will be performed by Urban Drainage. More details to follow.

 

6.         ASFPM Memorandum of Affirmation Update

 

Kevin distributed an e-mail from Don Glondys, our regional representative, and he informed us that our proposed revisions to this document were accepted by the ASFPM Board without further modification. CASFM was the only chapter that requested changes to the MOA. Thanks to Kevin and Susan for making the effort to submit the changes to ASFPM.

 

7.         Reaching out to Colorado Communities

 

Chris Carlson from Ayres & Associates presented the “Summary of Recommendations” from the newly formed CASFM Outreach Committee. The committee met several times to develop a proposal for Board consideration. The purpose of community outreach is to provide education and training for both technical and non-technical personnel of Colorado communities and counties with an emphasis on smaller communities, who may not have significant, in-house floodplain and stormwater management expertise. A primary difficulty in reaching these small communities and counties is lack of contacts. It was recommended that CASFM join the Colorado Municipal League (CML) and use the membership resources as a starting point for making contacts and starting the education process. The annual dues for an associate member are $645 per year. The services for this fee include a membership directory, newsletters, coordination for workshops we may want to present, a link to a website (when we get one, any volunteers?), the CML conference for 3 people and other items. There was discussion on the pros and cons for joining this organization. It was moved and approved that CASFM authorize $2,000 from reserves for this year for community outreach within the CML. After this year, the effectiveness of this outreach effort will be evaluated for future years. CASFM will provide a booth at the annual CML conference in June to start the outreach effort. CASFM will also put on a workshop at the CML conference. At the CASFM booth, T-shirts having a theme about who CASFM is will be given away. Consultants or other sponsors that would like to have their name as sponsors on this T-shirt at a cost of $200 should contact Debbie Haferman at Sear Brown at Debbie.haferman@searbrown.com , before April 30th.

 

8.        2001 Conference Planning

 

Mark Glidden visited several resorts in the Breckenridge area for the 2002 conference planning. Kevin handed out an e-mail from Mark with his recommendations. The conference space at the Great Divide/Village at Breckenridge Resort was not adequate for us and the Beaver Run Resort was adequate but wasn’t able to meet our needs in 2002 due to the lack of available rooms at our target price range. It was recommended to stay in Steamboat for 2002 as they have offered us attractive rates and space in 2002, and continue our search for an alternative location for the 2003 meeting. This recommendation was supported by the Board and those in attendance.

The 2001 conference will be held at the Steamboat Sheraton on Wednesday, September 19 through Friday, September 21st. Jamie Cribbs and Robert Krehbiel handed out the draft program for the conference. The deadline for submittal of abstracts is March 16th. Kevin will have Barb Meier send out a reminder e-mail to all members. The program is starting to fill out although there wasn’t anything submitted on water quality yet. It was suggested that we may need to ask people to present on desired topics if we don’t receive enough. There was discussion on the workshops and field trip. Dave Bennetts discussed his idea for the field trip. He is looking into either a bike trip or hike combined with a session to identify plants that grow along drainageways and their benefits in stabilizing the bank. The Board and those in attendance supported his idea so he will work on coordination with a plants specialist. The workshops proposed are a FEMA- CLOMR/LOMR one, and the Urban Drainage Criteria Manual revisions to Volumes 1&2. There was discussion about potential key note speakers and for the Plenary Sessions. Ideas were speakers from the Hazard Research Center, either Dennis or Gilbert White, Larry Larson from ASFPM, the Public Process for Drainage Projects, and Stream Restoration. Robert will look into these possibilities. The program should be finalized in the next month or so and the brochure started for review at the next meeting. A proposed logo was sent around for review. There was support for the logo as presented, except for a modification to the “space ship” and the expression on the raindrop.

11.        Other Items

 

WE NEED HELP WITH THE NEWSLETTERS. CASFM needs a volunteer to coordinate publishing two newsletters for this year. We have retained the services of editor to assist us in editing, formatting and getting a camera ready copy of the newsletter for printing. The volunteer will coordinate getting articles from people and coordinate with the editor and printer. If we are not able to get a volunteer for this position, we most likely will not have any newsletters for this year. When the last newsletter editor retired, the Board decided to make this position come under the responsibility of the Vice Chair. However, the current Vice Chair had a recent job change and is no longer active in CASFM. Please call or e-mail Kevin Gingery if you are able to help out your orgainization.

NEXT MEETING:

 

9:00 am on May 10th at City of Lakewood. Call Terry Rogers at 303-987-7934 if you need more detailed directions. The basic directions to the meeting are:

Take 6th Avenue (Highway 6) west to Wadsworth Blvd. exit. Take south exit for Wadsworth Blvd. and proceed south to Alameda Parkway (fifth stop light you come to). Continue south on Wadsworth through the Alameda intersection to the next traffic signal (Virginia Avenue). Turn right and stay in the left thru lane to the traffic circle. Go about a third of the way around the traffic circle and turn into the second driveway, which will take to to the upper parking area in front of the new city office buildings, which are on the right. Park anywhere in the parking lot and go into the courtyard between the two new buildings to the east. The building on the north side (or left side) of the courtyard is the Civic Center North building and the entrance is at the east end of the courtyard. Go up the stairs to the second floor, turn right and there will be signs pointing the way to the meeting room.
