GENERAL MEETING MINUTES

The following is a summary of the interactions, comments and future items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised or issues for further consideration. Should the attendees believe that anything may be misrepresented or misleading, please bring this to the attention of John Hunt, CASFM Secretary.
1. Membership Update
We currently have 484 members in our database. A large number of people were added as a result of our CLOMR/LOMR workshop in Fort Collins.
2. Secretary Update
2a. No corrections to the last meeting minutes.
2b. Mailbox update: An address change notification from the Postal Service to have mail sent to the new secretary’s business address, and a letter dated 10/01/01 from the Colorado Dept of Public Health providing guidance for developing a nonpoint source project proposal for 2002 funding.
2c. Past secretary Cindy Thrush handed over stationary and brochures to incoming secretary John Hunt, who will update the addresses on both.
3. Treasurer Update
David Hollingsworth presented the Treasurer’s Report. The 2001 conference was financially self-supporting, with expenses of $30,710 and revenue of $33,915. Our current balances are $21,379 in Savings and $37 in checking. One major revenue source for the year was the FEMA CLOMR / LOMR workshop in Fort Collins.
4. Consideration of Charitable Donation
Our strong current financial position led to a follow-up discussion on the suggestion made at the conference that we make a cash donation to a charitable cause. We agreed that it would be ideal to find an organization or cause that may not be well known but that has significant needs, either in the New York City area or in the local community. Doug Stewart and Dave Jula will investigate opportunities for giving and report at the next general meeting.
5. Membership Renewal and Fee Structure
5a. Kevin Gingery reported on the membership renewal effort for 2002. Fees will remain as follows: $30 for an individual, $10 for a student, $150 for a company or agency. Company or agency memberships allow for 10 individuals within the organization. In the past, some agencies have been confused and overpayed for the agency membership fee. The new renewal form will ask for a contact person on corporate and agency memberships so that this confusion can be avoided.
5b. Past membership renewal forms have included a space where the member indicated which committee, Floodplain or Stormwater Quality, they wished to be affiliated with. We discussed whether to continue with the existing committee structure or to change it. The resolution was to add two additional committees. The renewal form will now ask members to choose between the Stormwater Quality, Floodplain, Community Outreach, and Certified Floodplain Manager committees.

7. Regional Representatives Updates
The Metro Region is hosting a happy hour social at Baby Doe’s on Thursday evening, November 29. The Northeast Region will be hosting a social on the same evening at CB & Potts restaurant in Fort Collins.
Doug Stewart will take the lead this year in organizing a repeat of the FEMA Map Revision Workshop in the Metro region. He may add a component to be led by Urban Drainage.
In the Northwest Region, the City of Grand Junction will hold a seminar on erosion and sediment control in March. All funding will be from the city of Grand Junction. They may attach the CASFM name to the workshop just for exposure.
8. CFM Committee Update
The CFM committee is planning to administer the national Certified Floodplain Manager exam at the 2002 conference. They are looking into providing a one-day training program followed by the exam on the 2nd day of the conference. The committee has decided to pursue national testing only, without adding a Colorado-specific exam.
The committee has some concern that the CFM exam is too difficult for floodplain managers working in rural communities without a technical background. They believe the Floodplain 101 course that has been presented by CWCB in the past would be more appropriate as a beginning point for floodplain managers in that situation.
9. Reaching out to Colorado Communities
Kallie Sampish presented an action plan on behalf of the outreach committee. The action plan included 10 recommendations for 2002. Most of the recommendations involve direct training and public relations outreach to the CML (Colorado Municipal League) and CCI (Colorado Counties Incorporated). They have set a goal to conduct two workshops each for CML and CCI in 2002.
The committee asks for active participation from CASFM members, particularly to conduct the workshops, write small articles, and volunteer for a partnering and mentorship program between CML and CCI.
Also under this agenda item, the Chair proposed that CASFM pursue a more comprehensive Web Site, preferably under the domain name casfm.org. He is willing to set up and maintain the site himself. His proposal was accepted and Stuart will attempt to secure the domain name and begin development of the site.
10. Workshop and Seminar Scheduling
The CLOMR / LOMR workshop held in Fort Collins was a great success. There were over 100 participants including some from the western slope and from outside of Colorado. Kudos to Debbie Haferman for her great job in organizing and promoting it.
No new workshops or seminars are on the schedule at this time. The outreach committee would like to present workshops on Floodplain 101, Stormwater 101, drainage funding, or other topics to CML and CCI (see notes under item 9 above). There has been a desire to offer the Floodplain 101 workshop for sometime, but it hasn’t been offered due to a lack of course presenters with available time. It is hoped that one or more CASFM members will volunteer to prepare, organize and present this workshop in 2002.
Doug Stewart plans to work with Doug Trieste, the floodplain committee chair, to bring the CLOMR / LOMR workshop to the Denver area in the next year. Some who attended the Fort Collins workshop suggested that future offerings could do without the 2nd day.
11. Newsletter Update
Cindy Thrush, as the CASFM Vice Chair, is now the newsletter coordinator. As of the date of the meeting the Fall newsletter was expected to go out within 2 weeks. The call for articles from CASFM members will continue and Cindy will be asking the chairs of the floodplain, stormwater, outreach, and CFM committees to gather and compile articles related to their specific topics.
12. 2002 Conference Planning
Congratulations to the entire conference committee for 2001 for an excellent conference.
Jamie Cribbs will be the conference chair again and Robert Krehbiel will continue as the program chair. The 2002 conference will be in Steamboat Springs, and Mark Glidden is making arrangements. The 2003 conference will be in Breckenridge, and will be arranged by Doug Trieste.
A new awards chair is needed since John Doerfer retired. Also regarding awards, McLaughlin Water has been preparing the award certificates and will continue to do so. Cindy Thrush suggested that MWE also coordinate the award plaques. Cindy also suggested that we consider new award categories to increase the recognition for projects that aren’t constructed facilities.
Susan Hayes suggested that we try to get Andy Reece from Nashville, TN as keynote speaker. He is the author of “Stormwater Paradigms.” Mike Meininger will be meeting with him in the near future and will ask him if he’s interested.
Volunteers are needed for some of the conference positions.
13. Other Items
Kevin McBride is the new chair of the Stormwater Committee. He explained that the deadline for communities to make proposals for 319 stormwater grants is January 1, 2002. People with questions about these grants can contact him at 970.224.6023.
