The following is a summary of the interactions, comments and future items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised or issues for further consideration. Should the attendees believe that anything may be misrepresented or misleading, please bring this to the attention of John Hunt, CASFM Secretary.

 

1.      Secretary Report

 

The secretary determined that a quorum was present at the meeting. A correction to the March 13, 2003 meeting minutes was noted. Rich Omert of Moser & Associates is to be in charge of the field trip. Another correction is that the April 17 Northwest region social was not to be the first ever for the region but the first ever under Rick Dorris’ term as regional representative.

 

2.      Treasurer Report

 

The treasurer handed out a budget report. The budget for the year projects a loss of $5,315. The actual status as of the meeting date was a $1,448 gain. The checking account balance stood at $12,896 and the savings account balance was $20,059.65 The transfer of $20,000 to interest-bearing savings had resulted in $21 interest earned in the first month.
 

3.      Regional Representatives Reports

 

Metro Region: The Metro region had their second social of the year on April 17. The speaker was Robert Krehbiel presenting the Eagle River Map Modernization project. The next Metro region social will be July 9 at Baby Does. The Metro Region Representative, Peter Kozinski has changed employment from the Colorado Department of Transportation to Nolte Associates. His new contact information has been posted on the CASFM website.

Northwest Region: The Northwest region hosted a social in April where the topic was the City of Grand Junction’s Combined Sewer Elimination project. All attendees were from either Grand Junction or Fruita. The Northwest Region may host another social in October.

Northeast Region: The Northeast region is planning a social/field trip for this summer. One idea for the field trip is the Horsetooth Dam rehabilitation project or the Sheldon Lake project. Kevin McBride suggested another possibility related to the Poudre River Heritage project.

Also in the Northeast region, David Hollingsworth reported that the Southwest Weld Drainage Authority hosted an open house on April 17. Fifty people attended.

No other regional representatives were in attendance at the meeting.
 

4.      Committee Reports

 

Floodplain: Mike Meininger reported that Kallie Sampish will be the registered proctor for the CFM exam at this year’s conference, on September 10. Registration for the CFM exam must be made through ASFPM. Online training is available for the CFM exam through ASFPM. Mike will forward information on online CFM training for inclusion in the next newsletter. The CFM exam has been scheduled and noted on the ASFPM web page. Mike clarified that this year’s exam, like last year’s, will be the national exam, not state-specific. Kallie will serve as the floodplain committee chair after the conference this year.

Stormwater Quality:
Kevin McBride reported that a Stormwater Quality Committee meeting was scheduled for May 21 at Urban Drainage. The Urban Land-Use Gradient Study was to be presented by Lori Sprague of the USGS.

A tour of Fort Collins Stormwater Quality devices will be held after the next general meeting in July.

A field trip has been tentatively scheduled for late July to visit projects from Douglas County to Boulder County that have stormwater quality components. Kevin is soliciting ideas for the list of projects to be visited on the field trip.

On May 20, the Colorado Non-Point Source Council is having their retreat. Kevin reminded us that CASFM has a seat on the Non-Point Source Council and mentioned that they are currently looking for a volunteer to fill an empty seat on the Council.

Scholarship: Jeremy reported that the committee will send a notice advertising the scholarship, along with a new application form, to the webmaster for posting.

The current scholarship recipient has changed his research topic. The new topic is still reasonably relevant to CASFM.

Outreach:
The Colorado Municipal League (CML) annual conference is scheduled for June this year, and will take place in Pueblo. CASFM will participate in a roundtable discussion similar to last year’s conference. CML has also invited CASFM to put on a two-hour lunch seminar at their headquarters sometime this year. The committee plans to try to organize one. It was suggested that maybe we could submit a write-up of the nominated award projects from the 2003 CASFM conference in the CML magazine.

Membership:
As of the meeting date there were 460 renewed memberships. This is the most ever by this time of year. There were 408 members as of May in 2002, 378 in 2001, and 315 in 2000.
 

5.      Workshops and Seminars

 

The BMP seminar on April 9 was a great success. It was attended by 250 people. CASFM-member speakers included Stuart Gardner, Peter Kozinski, Kevin McBride, Trent Prall, Jon Jones, Scott Tucker, Ben Urbonas, Jim Wulliman, and Steve Gardner. It was reported to be an excellent seminar, and the chair suggested steps be taken to make it an annual event.

CASFM is sponsoring two National Highway Institute (NHI) workshops this summer. The first will be Stream Stability and Scour at Highway Bridges, July 15-17 at the Northglenn Holiday Inn. The second is the River Engineering for Highway Encroachments course, August 12-14, also at the Northglenn Holiday Inn. CASFM will partially subsidize cost of course and cover the cost of the facility and the course. Interested people can sign up by calling Kevin Gingery.
 

6.      2003 Conference


David Bennetts handed out a draft copy of the program. The committee is still trying to finalize the arrangement of a keynote speaker. Several ideas are being pursued, including meteorologist John Henz. The committee is planning on a panel discussion on the topic of drought, fire, flood, and restoration. Rich Omert of Moser & Associates will lead the field trip. The committee hoped that the registration flier would go out by the end of May.

David presented a short list of five conference logos that they’re considering. The decision will be left up to the conference committee, but the consensus choice at this general meeting was Option 4. It was also suggested that the committee consider changing the conference title to I’ve Seen Fire, I’ve Seen Rain.

2004 Conference

Discussion was opened regarding using the Hotel Colorado for the 2004 conference. Robert Krehbiel and Stuart Gardner both visited the facility prior to this meeting, and had positive reviews both with regard to space and costs. Some at the meeting felt that the hotel might be too small for the conference. Several meeting attendees had the opportunity to walk around the facility. There is one large banquet room. Two smaller rooms would also be available for concurrent sessions. There is some question as to whether there would be suitable vendor space. Stuart was confident that the hotel would accommodate us regarding arrangement of the vendor exhibits, etc. The concensus at the meeting was that sites for the 2004 conference should still be explored and considered.

 

7.      Newsletter Report

 

The next issue of the newsletter will be out in July or August. The committee chairs need to contribute articles to the newsletter. Betsy Suerth volunteered to write an article on datum conversion for floodplain mapping.
 

8.     Consideration of ASFPM Foundation Contribution


Cindy Thrush contacted the ASFPM Foundation Chair and found out that the foundation contributions are essentially a way to allow ASFPM to further their mission. The Chair placed the issue on the floor for action, but it died due to the lack of a motion.
 

9.     Other Items not on the Agenda


Stuart noted that three board officers, Chair, Vice Chair, and Secretary are due to change this year due to term limits. As of the meeting date he had found willing candidates for Secretary and Vice Chair, but so far none has volunteered for the Chair position. Four regional representatives will also be term-limited this year, and efforts are underway to recruit those positions as well.

The next meeting will be held Thursday, July 10, 2003, beginning at 9:00 a.m. at Ayres Associates in Fort Collins, Colorado.
