The following is a summary of the interactions, comments and items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised and issues for further consideration. Should the attendees believe that anything may be misrepresented or misleading, please bring this to the attention of David Krickbaum, CASFM Secretary.

 

1.      Secretary Report - David Krickbaum

 

A quorum was present, with Stuart Gardner as a proxy for Trent Prall. The minutes for the January 8, 2004 meeting were approved by a motion and vote.

 

2.      Treasurer Report – Stuart Gardner for Trent Prall

 

The Treasurer’s Report was presented with the 2004 budget information. The amended 2004 budget shows a net loss of $17,615. The amended budget was approved by a motion and vote.
 

3.      Regional Representatives’ Reports

 

No regional representatives were present.

Peter Kozinski submitted his resignation to Brad Anderson as the Metro Regional Representative. Steve Smith has volunteered to take over the duties for the remainder of the term. A motion was made and passed to accept Peter’s resignation and Steve as his replacement.
 

4.      Committee Reports

 

a) Floodplain (Kallie Sampish) – The CFM review course is being revised. The Committee is looking for volunteers to help. The upcoming workshops have been submitted for CFM continuing education credits (CEC). Kevin Houck received notice that UDSWMM/CUHP workshop was approved for 6 core CEC’s and that the OEM conference was approved for 6 parallel CEC’s

The CFM review course is being revised. A different reference will be used for next year’s test. The committee is waiting to find out whether the reference, or the entire exam is being revised.

b) Stormwater Quality (Kevin McBride) – No Report was made.

c) Scholarship – Brad Anderson noted that the scholarship recipient’s enrollment had been confirmed and the scholarship delivered.

d) Outreach – Kallie Sampish noted that a booth is being considered at the upcoming CML conference.

Kevin Wegener was contacted to assist in the coordination of activities with respect to the ASLA community. Based on the previous meeting in January, it was suggested that a joint workshop be developed with the support of CASFM to generate interest within the ASLA regarding membership in our organization. Kevin has been directed to investigate/coordinate this activity.

e) Membership (Kevin Gingery) – As of February 24th, there were 442 memberships renewed. Brad Anderson noted that Steve Smith and Tom Browning are willing to contact the Federal agencies they deal with about their joining CASFM.
 

5.      Workshop & Seminars - Kevin Gingery

 

The CUHP/UDSWMM workshop was held at CSU on March 9th with full attendance. It may be offered again. A HEC-RAS course will be held at UCD on March 17 – 19.

Kevin Houck noted that the CWCB would offer “Floodplain Management 101” in the fall of 2004.
 

6.      2004 Conference

 

A coordination meeting has been held. The conference theme is “High Water, Low Budgets”. The call for papers was sent. One has been received.

5 options for the conference logo were presented. The meeting attendees chose two for further consideration by the committee.

David Bennetts suggested Matt Kelch from NCAR at a keynote speaker. He recently gave a multimedia presentation on 2003 flood disasters to the Urban Drainage and Flood Control District. David will pursue this further.

Ideas for the plenary session are needed. Some ideas mentioned include budgets, alternative financing, project priorities and public involvement. Mark Glidden was suggested as the moderator.

Ideas for the breakout session include masterplan implementation, UDFCD maintenance eligibility, and a variation of UDFCD workshop that will be presented on April 28th in Northglenn. Having a second workshop that deals with the benefit cost analysis toolkit that is used for grant applications was suggested.

Locations for the 2005 conference are being considered, and include Steamboat Springs, Breckenridge, Copper Mountain, Keystone, Vail, Silver Creek and Estes Park. The committee is considering putting together a request for proposal to send to parties interested in hosting the conference. CASFM should consider booking the conference 2 years in advance to take advantage of better rates.

Vendor space will be very limited this year. David Krickbaum will visit the hotel before the next meeting to determine how many vendors can be accommodated. Vendor rates will be determined at the next meeting. A reminder of the conference date and location will be sent to vendors and the registration information will be sent after the May meeting.
 

7.      Newsletter – Jamie Cribbs

 

The next newsletter will be sent in May or June. Articles are needed.

 

8.      Other Items not on the Agenda


Bill DeGroot gave a brief update on floodplain related issues. FEMA has signed a contract with Michael Baker Jr. to be the National Service Provider. They will establish an office in each region, including one in Denver. The draft DFIRM conversions for Denver and Douglas County will be delivered soon. The Boulder County DFIRM is under contract. The DFIRM’s for Arapahoe and Adams County are being negotiated for this year. The fiscal year ’04 funds are being distributed to the regions. The same amount has been requested for FY’05.

Dr. Guo contacted Kevin Gingery about a proposed certification program for stormwater hydrologists. The program would consist of 3 courses that deal with CUHP, UDSWMM, UDSEWER, UDINLET, UDPOND and water quality. Kevin asked, “What does CASFM think of certification?” The idea of certification was not generally supported because stormwater hydrology involves much more than the use of the software noted.
