The following is a summary of the
interactions, comments and items discussed. While this summary is not intended
to represent a complete or comprehensive account of the meeting, it is intended
to reflect the salient points raised and issues for further consideration.
Should the attendees believe that anything might be misrepresented or
misleading, please bring this to the attention of David Krickbaum, CASFM
Secretary.
1. Secretary Report - David Krickbaum
With Brad Anderson, Tom Browning, Debbie Haferman, Aaron Asquith, and Deb
Ohlinger as proxy for David Krickbaum, a quorum was present. Meeting minutes
were distributed and the following two corrections of the minutes for May 13,
2005 meeting were made:
2. Treasurer Report – David Mallory
The Treasurer’s Report was distributed. There was discussion about the cost of
website development / maintenance and the fact that the cost would be more than
originally anticipated. Due to the costs, the issue was not pursued further.
3. Regional Representatives’ Reports
Aaron Asquith reported the Metro Denver Region had a social with a presentation
about flood forecasting. He is looking for ideas for another regional meeting.
4. Committee Reports
a) Floodplain/CFM (Kallie Sampish) – Arrangements for the CFM exam at the
conference have been made. Kallie reminded the group that anyone planning to
take the exam must register with ASFPM two weeks prior to the exam. Jeff
Brislawn from AMEC noted that they have been holding review sessions and will be
proctoring the exam in a couple of months.
b) Stormwater Quality (Kevin McBride) – Kevin reported that a summer storm water
quality field trip has been tentatively planned for August 26th. The tour will
include Barr Lake as an impaired water body, a construction site in Brighton
that is part of an excellence program in regard to storm water issues, Rock
Creek as a 1980s development that was a model of integration, and a nearby site
with USGS biologists. Kevin asked whether CASFM could subsidize members for the
field trip and Kevin Gingery replied that it could, from the training budget.
c) Scholarship (Jeremy Franz) – The 2004-2005 recipient is narrowing down a
topic and would like to postpone his presentation until next year. A memorandum
was distributed that described revised scholarship award criteria. Since there
has been increasing interest from part-time students, the committee proposes to
allow part-time students to be eligible but to scale back the award to $1000.
After a discussion, there were no objections to proceeding as set forth in the
memo. More advertising of the scholarship needs to be done.
d) Outreach – The organization is trying to make a presence among CML, ASLA, and
federal employees. Chuck Childs has been targeting these groups. It was
discussed that public works should potentially be targeted since there is often
a stormwater person in the department. Kevin Houck asked whether materials were
available to display at conferences. It was noted that the fee for a display at
the CML conference was $2000. The organization is looking for a volunteer to put
together a display board for CASFM. Tom Browning suggested that CASFM members
get on the agendas at different conferences/workshops to gain publicity for the
organization.
e) Membership – Kevin Gingery said that names, addresses, phone numbers, and
email addresses for federal employees should be sent to him so that the
organization can extend interested persons free memberships.
f) Training Committee – Kevin Gingery reported that training sessions had been
set for the last two quarters of 2005 and for all four quarters of 2006. The
sessions are listed on the website. The topics were selected based on a survey
of the membership. Coordination with University of Colorado-Denver is being done
so that there is no duplication.
g) Website – Stuart explored options for retaining an outside consultant as
Webmaster. He had proposed that the Help Wanted page be used as a demonstration
project to setup a database and form page that members could access to post ads.
The anticipated cost was $1500 - $2000, however, after more in-depth study, the
cost was found to be closer to $4000. Kerry Fitzgerald at Ayres will be helping
Stuart with the website. The 2005 conference forms are in place on the website.
Registrants can pay electronically.
5. 2005 Conference Robert Krehbiel
Robert Krehbiel distributed the draft conference brochure and program. He asked
for volunteers to be moderators. It was decided that buses would be a good
option for the Elkhead Reservoir tour since the location is approximately an
hour from Steamboat. There will be separate golf outing and Elkhead Reservoir
tour flyers. There will be no official bike tour. The 2005 conference will be
the most expensive conference in four years in terms of the facility costs.
6. 2006 Conference
The conference will be at the Hotel Colorado in 2006. If 2007 were to be booked,
the hotel would extend the same rates. The hotel will be renovating prior to the
2006 conference. The general thought was that if Stuart continues as facilities
manager for the 2007 conference, it would be simplest to have it in Glenwood
Springs. If another person would like to become the facilities manager, he/she
could be involved in making the decision. It was suggested that the conference
brochure be enlarged.
7. Arid Regions Conference
ASFPM would like to hold the next Arid Regions Conference in Colorado. They are
looking at summer as a potential time period. Historically there are
approximately 300 attendees and the organization would like the state
organization to sponsor it. It could be a joint conference with CASFM or a
parallel conference. Next year’s national ASFPM conference is in Albuquerque.
Kevin will put together a memo to be distributed to the general membership at
the CASFM conference.
8. Ballot
Tom Browning will assume the position of Chair. Kevin Houck agreed to be slated
as Vice-Chair. David Krickbaum will continue as Secretary. Southeast and
Southwest Regional Representative positions are also open.
9. CASFM Magazine
Tom Browning presented an idea for a CASFM magazine. A publisher offered to
publish the magazine free of charge, to be funded by advertisements. Tom got the
impression it would be an annual magazine. He was asked to obtain a web link or
copies of similar magazines for review. The topic will be tabled until
September.
10. Newsletter
The discussion centered on a potential magazine versus the newsletter and
whether CASFM would publish both or just one.
11. Other Items not on the Agenda
Susan Hayes asked for an update from those who attended the national ASFPM
conference. Those who attended provided highlights.

• Award applications are due June 30th.
The minutes were approved by a motion and vote.
The Treasurer’s Report was distributed and was approved by a motion and vote.
Debbie Haferman reported that the Northeast Region had a spring social with the
same speaker. They are planning a pedestrian bridge field trip to La Porte over
the Poudre River in late July/early August.
No other regional representatives were present.
Brad explained the CASFM would be willing to partner with UCD or other parties
to provided training opportunities if it is a benefit to CASFM members and if
the training budget/subsidy provided by CASFM could be integrated into the
training.
John Hunt reported that there were nine submittals for project awards. He
selected four judges in non-involved communities, who will meet July 29th to
select four projects for presentation. It was noted that Lincoln, Nebraska
received an award for its floodplain management program at the national ASFPM
conference in the category CASFM submits its nominees. It was suggested that
ASFPM be asked to institute a multi-purpose/benefit construction project
category. At the conference, presenters ran their presentations from flash
drives, which worked very efficiently.
