The following is a summary of the interactions, comments and items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised and issues for further consideration. Should the attendees believe that anything might be misrepresented or misleading, please bring this to the attention of Robert Krehbiel, CASFM Secretary.
1) ASFPM National Flood Programs and Policies in Review
Michelle DeLaria noted that the above-referenced document presents strategies for flood management that include low impact development. The question of whether CASFM as an organization should endorse some of the strategies was raised. It was decided that the people present would read the document and be able to discuss it at the November General Meeting.
2) Community Rating System Letter
The CRS committee developed comments regarding the Community Rating System. The comments were distributed to those present. It was approved by a motion and a vote that the comments would be endorsed by CASFM.
3) Memorandum of Agreement between CASFM and UWRI
Kevin had received a letter from Ben Urbonas of the Urban Watersheds Research Institute regarding cooperative opportunities between the two organizations. The letter was discussed. The main item that generated discussion was Item 7, which entailed an annual monetary donation from CASFM to UWRI to subsidize training. The dollar amount was not set at this time. It was approved by a motion and a vote that CASFM would enter into a cooperative relationship with UWRI, as outlined in the letter.
4) State of Colorado Stand-Alone CFM Program
The question of the benefits of CASFM’s CFM program being under ASFPM was discussed. Of particular issue was the cost of maintaining membership in ASFPM to remain a CFM. With the large number of CFM certified members in Colorado, there is a lot of money from our state going to ASFPM. After much discussion, Kevin volunteered to talk with Kallie Bauer and Chris Carlson about the implications of being a separate CFM organization.
