The following is a summary of the interactions, comments and items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised and issues for further consideration. Should the attendees believe that anything might be misrepresented or misleading, please bring this to the attention of Robert Krehbiel, CASFM Secretary.
1) Secretary Report
The General Meeting minutes for the November 12, 2009 were distributed and reviewed. The minutes were approved by a motion and vote. A quorum of officers and regional representatives was present.
2) Treasurer Report
Account balances and expenditures were reviewed. Savings account holds $20,997.55 and the checking account holds $32,744.07. In 2009, expenditures were $103,774.95 while the revenue was $102,344.46. Total loss for the year was $1,352.16. The Treasurer’s Report was approved by a motion and a vote.
The 2010 budget shows expenses of $153,175 and revenue of $125,500, with a proposed loss of $27,475 which would drawdown the bank balance. The 2010 budget was approved by a motion and vote.
3) Regional Representatives’ Reports
a) Denver Metro – Megan Guthrie reported for Deb Ohlinger. The next Metro social will be held February 18 at Dixons downtown Denver. Rick McLaughlin will be presenting regarding restoration of the Falls of the Chattahoochee River. Deb anticipates another social in April.
b) Northeast – Basil Hamdan had no report.
c) Southeast – Liz Staten reported the next social will be February 16 in Colorado Springs.
d) Northwest – Rick Dorris had no report.
e) Southwest – Victoria Schmitt had no report.
4) Committee Reports
There is interest in identifying people willing to serve on the committees. Meeting notices should be posted for those expressing interest to serve on the committees. The list of potential committee members is difficult to generate from membership renewal. It may be best to gather interest in the committees at the annual conference.
a) Floodplain/CFM – David Mallory reported for this committee. David will be sending a letter in early February to ASFPM regarding non-levee embankments.
b) Stormwater Quality – Holly Piza reported they are developing a photo database for LID projects. If anyone has photos, please contact Herman Feissner or Holly to post the photos to the website.
Ken MacKenzie will be attending the EPA presentation on upcoming stormwater rule making.
The committee is looking for opportunities to work with local area kids. Denver Green School, a DPS school, was developed for all things green. Holly will attend a meeting to look for opportunities to educate the kids.
Volume 3 re-write is nearing completion. Tomorrow they will be posting half the manual for review and comment. An email will go out to Technical Advisory Committee and stakeholders to offer the opportunity to review and comment.
c) Outreach – Ken Cecil reported via email that they are researching information on CML. They will launch the CASFM outreach at the next CML conference end of June 2010. There is interest in presenting at the conference on behalf of CASFM.
d) Scholarship – Shea Thomas presented on the two scholarships. Nancy Love, David Morrisey and Liz Staten volunteered to help on the scholarship review. The Ben Urbonas (CASFM) scholarship is awarded to graduate students and is due March 19 for the 2009/2010 school year. Applications are available on the website for the $2500 scholarship. The UWRI scholarship, also for $2500, is due February 5 for undergraduate students. CASFM is teamed with the ACEC scholarship pool to list scholarships that are available. ACEC has good network with schools. Shea will attend a Saturday workshop to review scholarship applications with ACEC.
e) Membership – Kevin Gingery reported via email that there are many active members – total number unknown.
f) Training – Chris Carlson reported via email that there is a listing of training information on the website. Erosion control classes are available and information is on the website under “Useful Links” and then under “Education”. Urban Watersheds courses will be added to CASFM website. The committee is contacting regional representatives for Barstool series opportunities. ASFPM offers CFM refresher courses and Floodplain Management 101 one or two day courses. Courses are available for CFM credits. The UDFCD annual seminar is approved for 6 CFM credits.
g) Website – Stuart Gardner reported the virtual terminal has been set-up. Some corporate memberships have used the new system.
h) Community Rating System – Marsha Hilmes-Robinson reported via email. The next meeting will be Feb 1st at 12:00-2:00 at SEMSWA. Lunch will be provided. Information is posted on the website.
5) Newsletter – Dave Bennetts will be collecting information for the spring newsletter. Dave will be sending out request for articles and Committee reports.
6) 2010 Conferences
The 2010 conference will be held in Snowmass September 22-24 at the Silver Tree Hotel. Rooms will start at $109 per night. The selected theme is “21st Annual Conference, Coming of Age” with opportunities to showcase new initiatives. Ed Thomas, Esq., Michael Baker, will be the key note speaker.
There are many opportunities for field trips such as mountain biking, golfing, horseback riding up Maroon Creek, fly fishing on the Roaring Fork River, stream restoration on Brush Creek, and transbasin diversions on the upper Roaring Fork River to the Arkansas River. Workshops can also be conducted on Aspen’s new floodplain and stormwater criteria manual. Golf would like to begin at 10:00am this year to avoid afternoon rains.
Holly Piza would like 1˝ hours to present the new Volume 3. This could be done Wednesday afternoon, in place of the Plenary Session, over 3 time slots in the Technical Presentations, on Friday, or on Tuesday afternoon.
Tuesday afternoon could be an opportunity to conduct committee meetings. There could also be a workshop to mentor younger engineers.
Shea Thomas has volunteered to be Conference Program Chair this year, taking over for Dave Bennetts who held that position for the past 7 years, since 2003.
7) Other Business
a) The ASFPM conference was attended last year by Dave Bennetts, Brian Varrella, Kevin Houck and David Mallory. ASFPM has pledged more support to local chapters with training geared toward officers, covering topics from legal to reporting. Assistance is needed on 501C3 status initiative. There is a 30 page application required and a need to hire an accountant. The cost for setting up the status is $4000 - 5000, but it is worth it for savings on sales tax. Some chapters already have this status.
b) Principles and guidelines are being revised for Corps of Engineers for national water and floodplain policies. It may be nearly a year before it is finalized. A revision of the executive floodplain order is being prepared. Draft copies have been issued.
c) There is an opportunity for CASFM to provide disaster relief in response to the Haiti earthquake. A motion was made to commit $2500 of the $5000 budgeted for disaster relief through the Habitat for Humanity organization. The motion was approved. A request was made to prepare a poster of what CASFM has done to display at the conference to solicit additional donations at the conference since relief will be for a multi-year recovery. The poster will remind members that CASFM cares and shares and show how membership money is being used. An announcement will be posted on the website and provide opportunities for matching funds. Donations could be paid through Cvent. Kallie Bauer and Nancy Love will head up the effort.
d) The 2011 APWA conference will be held in Denver September 19-22 at the Convention Center. The 2011 CASFM conference should avoid that week. Paul Hindman is Chairman of the conference. 400 volunteers are needed for the conference with 6000-7000 attendees. Volunteers will work for ˝ day in exchange for a ˝ day of conference activities. Suzanne Moore is managing volunteers. Paul is also heading up the Water Resources committee. There will be a day long educational session workshop on water resources. CASFM could take control of the full one day workshop which is separate from the technical sessions and submitting a paper. The workshop is held in one large room and can include panel sessions and technical workshops. UDFCD could introduce the District and their activities. Wednesday is a field trip day, but different from Water Resources session with 200-300 people. Dave Bennetts volunteered to represent CASFM at the APWA conference. Dave will present opportunities at the CASFM conference on Wednesday morning to ask for volunteers at the APWA conference.
