The following is a summary of the interactions, comments and items discussed. While this summary is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised and issues for further consideration. Should the attendees believe that anything might be misrepresented or misleading, please bring this to the attention of Robert Krehbiel, CASFM Secretary.

 

1)       Secretary’s Report

The General Meeting minutes for the March 11, 2010 were distributed and reviewed. The minutes were amended and approved by a motion and vote.  A quorum of officers and regional representatives was present by proxy for the Vice Chair and Northeast Representative as noted above. 

2)       Treasurer’s Report

Account balances and expenditures were reviewed.  Savings account holds $21,010.49 and the checking account holds $29,204.82. The 2010 budget shows expenses of $153,175 and revenue of $125,500, with actual expenses of $17,160.31 and revenue of $13,421.06 so far this year.  The Treasurer’s report was approved by a motion and vote.

 

David Mallory is working with attorney Ed Krisor to change CASFM’s IRS status to 501C3.  CASFM contacted Oklahoma for their recent experience on changing their tax status.  This status would save taxes on the annual conference and other activities.

                                                                                                   

3)       Regional Representatives’ Reports

a)    Denver Metro – Deb Ohlinger reported via email. A social was held April 6 at CB & Potts in Westminster.  Julie Ash of Walsh Environmental discussed restoration efforts on the Eagle River.  There were approximately 25 attendees. The next social is scheduled for June 29 at the Rock Bottom Brewery in Englewood. Jim Nikkel of the Parker Water & Sanitation will discuss the expansion project at the Reutter-Hess Reservoir.

b)    Northeast – Basil Hamdan reported via email. Next social is Innovative Stormwater Management by Nick Haws with Northern Engineering on May 20, 2010 at CB& Potts in Fort Collins.  

c)    Southeast – Liz Staten reported via email. No upcoming socials have been scheduled yet. She would like to have a tour of a creek restoration project in Colorado Springs.

d)    Northwest – Rick Dorris reported via email. He intends to hold a social May 25, 2010 to discuss an existing dike along the Colorado River south along Watson Island.

e)    Southwest – Victoria Schmitt had no report.

4)       Committee Reports

a)    Floodplain/CFM – Kallie reported that she will be working on the CFM exam at the conference. The next committee meeting will be May 25 at 9:00am at Applegate. They will discuss non-levee embankments and new CWCB floodplain rules.

b)    Stormwater Quality – Holly Piza and Herman Feissner reported. A meeting was held with 10 people to talk about field trip. The committee is ready to send out an announcement for the field trip on June 24, 2010. They will tour the High Plains Environmental Center in Loveland, two green roofs at Denver Botanic Gardens, the CDOT construction BMP training facility, and the Highland Garden Loft rain garden.

Herman and Shea will be speaking at U.S. Green Building Council lunch event on May 18.  The committee is looking for opportunities to work with local area kids.   

c)    Outreach – Ken Cecil reported that CASFM has an associate membership with CML. CASFM will host a break out session at the annual conference June 22-25 in Breckenridge. David Mallory and Holly Piza will lead a discussion at the conference June 23 on preserving floodplains and stormwater 101. CASFM needs to register soon or go for a Bronze sponsorship.  There is not a specific budget item for conference registration or sponsorship, but could be considered as a “workshop”. There was a motion and second to be a bronze sponsorship at a cost of $700.

The next CML membership publication will include CASFM with a paragraph describing the organization. We could use the brochure text.

d)    Scholarship – Shea Thomas reported that the CASFM teamed with ACEC’s scholarship program for the UWRI scholarship. Charlotte Van Voast from CU Boulder was the recipient. The Ben Urbonas (CASFM) scholarship is awarded to a graduate student. Three applications were received from CSU for graduate scholarship. All 3 were interviewed by Shea, Nancy Love, David Morrisey and Holly Piza. The scholarship was awarded to Jason Messamer. Jason will present for 5-10 minutes at the CASFM conference during the Wednesday lunch.

e)    Membership – Kevin Gingery reported via email that there are currently 649 members in 2010.    

f)     Training – ASFPM has three ready to teach courses: a 4 hour course on Building Public Support, a CFM refresher course, and a 2-day course on Floodplain Management 101. CASFM also intends to continue the “Bar Stool” training series.

g)    Website – If members have an announcement, post it to the website. Stuart Gardner reported via email on the CASFM Membership transactions on Paypal. There have been 70 membership transactions for the 2010 Membership Year (individual and corporate). The average amount received was $99. The total amount received was $6830. Monthly fees have totaled $180. Per Transaction Fees have totaled $232. The net membership dues were $6418. $6000 has been transferred to the CASFM checking account.

h)    Community Rating System – Kevin Houck reported there were CRS regulatory workshops held April 7th and 9th. They were well attended and good feedback was obtained on the rules and regulations. There will be another set of workshops in November for Hazard Mitigation Plans. 

 

5)       Newsletter – Dave Bennetts produced the spring newsletter May 12. A notice will be sent via email that the newsletter is posted on the website. 

 

6)       2010 Conferences

The 2010 conference will be held in Snowmass September 21-24. A draft program was distributed for review. Abstracts for technical presentations were due April 30th and 41 were received. There are 39 technical presentations in the program. As a comparison, there were 45 technical presentations in the 2009 annual conference. In addition, there will be 3 workshops: Tuesday afternoon by Ed Thomas, Esq. on Floodplain Management Negotiations, a workshop Wednesday afternoon by Holly Piza on the new Volume 3 manual, and a workshop Friday morning on Flood Emergency Management. The traditional plenary session will be replaced by technical sessions and a concurrent a workshop.  Committee meetings can be held Tuesday afternoon.  Assistance is needed for activities such as field trip leaders, and helping with the conference organization.

 

7)       Other Business

a)    Next meeting is July 9 in Snowmass.
