Presentation Topic: Sustainable Floodplain Management
The floodplain management program at the City of Fort Collins is currently rated in the top 1% of the nation under the Community Rating System. Community goals and objectives are ever evolving, and to meet the needs of the tax- and fee-paying public, Floodplain Administration is re-analyzing its approach to managing flood hazards in Fort Collins. The new Stormwater Repurposing effort is considering modifications to governance practices to incorporate sustainable principals into flood hazard mitigation, development regulation, and all facets of floodplain administration. These practices will be introduced through the limited implementation of No Adverse Impact (NAI) tools using Triple Bottom Line (TBL) principles. The full presentation will explore national and regional trends in floodplain management, and show how those trends meet the goals of sustainability as they implemented on a community level.
Presenter Bio: Brian Varrella, P.E., CFM
Brian Varrella has been a Floodplain Administrator with the City of Fort Collins for the past 2 years. Prior to that he was a drainage and floodplain engineer for Weld County Public Works, and a hydraulic engineer for Ayres Associates in Fort Collins. He is a member of ASCE, the Colorado Association of Stormwater and Floodplain Managers (CASFM), and he is a licensed P.E. in Colorado and a Certified Floodplain Manager. Brian was a certified instructor for the National Highway Institute, and taught HEC-RAS to consultants and public employees across the nation for a period of 3 years. When he is not at work he enjoys skiing, fly fishing, cycling, and chasing his dog across Colorado's high country.
