DESCRIPTION:The CASFM Outreach and Training Committee is hosting a Lunch and Learn to be delivered virtually on Wednesday\, July 26th\, 2023 from 12:00 PM to 1:00 PM.  The topic is “Grizzly Creek Fire Water Quality Monitoring – A Disaster Relief Grant Update” presented by Paula Stepp\, Executive Director of the Middle Colorado Watershed Council (MCWC). \nIn 2022\, the Colorado Association of Stormwater and Floodplain Managers sponsored a disaster relief grant in order to support our community members impacted by flooding\, wildfires\, or other natural disasters. Two grants of $5\,000 each were awarded to the top applicants\, one of which was to the Middle Colorado Watershed Council for assistance with monitoring water quality in the Colorado River after the 2020 Grizzly Creek fire event. \n1 CEC is available for this presentation. DESCRIPTION:Stormwater Programming Lessons Learned with Richard Mulledy\, City of Colorado Springs  \nCOURSE OBJECTIVES: \n\nProvide an overview of the City of Colorado Springs Stormwater Program\, it’s structure\, and future projects/programs/initiatives.\nDiscuss lessons learned from the recent MS4 Permit enforcement action\, federal trial\, and consent decree negotiations.\nProvide an overview of the City’s recently adopted consent decree structure and requirements.\n\nOver the last 5 years\, the City of Colorado Springs has drastically transformed its stormwater program. The transformation starting in 2016\, with a $460 million commitment by the City to improve its program and citywide stormwater infrastructure system. This agreement commits the city to improving its stormwater program\, completing a significant number of stormwater related infrastructure projects\, and improving the maintenance operations of its stormwater infrastructure. At the same time\, the City has been working hard to settle an enforcement action and federal lawsuit brought forward by the United States EPA\, the State of Colorado\, Pueblo County\, and the Lower Arkansas Valley Water Conservation District for noncompliance of its MS4 permit. Finally\, the City of Colorado Springs recently passed\, by ballot measure\, the reintroduction of a stormwater fee on developed and improved properties. The approved ballot measure reinstates the Stormwater Enterprise and provides a fee structure for the generation of revenue necessary to implement stormwater related projects\, programs\, and consent decree requirements. \nCOST: FREE \nCLICK HERE TO REGISTER \nColorado Springs LnL FLyer

Why does it matter? \nHow can the Colorado Water Conservation Board methodology be transferred to other areas? \nJoin experts: \nChris Sturm\nColorado Water Conservation Board\nKatie Jagt\nWatershed Science & Design\nFeaturing a demonstration of the Colorado Water Conservation Board methodology and how it can be transferred to other locations. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThe Fluvial Hazard Zone is the area a stream has occupied in recent history\, may occupy\, or may physically influence as it stores and transports water\, sediment and debris. \nFHZ delineations can identify areas that are vulnerable to flooding and sedimentation that occur after a wildfire\, thereby directing the deployment of resources after a fire into watersheds that have the most at-risk\nassets downstream. In wildfire susceptible areas\, the FHZ mapping process can help direct stakeholders toward conservation and rehabilitation of areas critical for the storage of sediment and debris (e.g.\, areas upstream of vulnerable communities and/or water storage facilities). \nThe $12 registration helps cover our cost. At those companies\, he gained several noteworthy regulatory approvals from agencies such as the Texas Commission on Environmental Quality\, Tahoe Regional Planning Authority\, Metro Nashville and the City and County of Denver. Laddie resides in the Denver area with his wife and two children and enjoys spending time with his family\, watching college football\, hiking and volunteering in his community.  Laddie graduated from Arizona State University and was recently appointed to the Douglas County Open Space Advisory Committee where his experience and love of nature will be used to help improve and preserve the designated open space areas within Douglas County\, Colorado.

He will also highlight the SAFL Baffle\, a stormwater pretreatment system that can be installed into a (new or existing) sump structure to retain sediment. Applicable in new development\, retrofits\, andrestoration scenarios\, RSC uses wide parabolic grade control riffles/cascades and pools to convey stormwater runoff in a more natural\, low-energy manner. The practice can be utilized to convey runoff within a site to other stormwater treatment practices in a treatment train or from outfalls to receiving streams.
