Material for the 2.5-day course comes primarily from Hydraulic Engineering Circular (HEC) “Bridge Scour and Stream Instability Countermeasures – Experience\, Selection\, and Design Guidance” (HEC-23). \nGiven a stream instability and scour problem\, participants will select appropriate countermeasures to correct the problem. The course provides training in recommended strategies for developing a plan that includes appropriate countermeasures\, including alternatives to conventional riprap and filter design. \nParticipants will apply hydraulics analysis techniques to countermeasure design for seven design guideline workshops. The course provides an introduction to fixed and portable instrumentation for scour monitoring using slides and video demonstrations. DESCRIPTION:Description: This course is designed to familiarize the participants with the elements of pre-disaster planning needed to prepare for substantial damage operations. Substantial damage applies to a structure in a Special Flood Hazard Area (SFHA) – or 1-percent-annual-chance floodplain – for which the total cost of repairs is 50 percent or more of the structure’s market value before the disaster occurred\, regardless of the cause of damage.\nCourse topics include: Identifying partners and resources; creating post-disaster standard operating procedures (SOPs); outline steps that should take place post-disaster to carry out substantial damage assessments; describe possible methods to obtain compliance with substantial damage determinations; and review possible sources of funding that can assist with post-disaster substantial losses. Collins\, CO 80525 \nPresentation:    Not in Our Lifetime – The Boulder County Flood of 2013\n                         David Hollingsworth – Former Floodplain Manager\, City of Longmont \nThe 2013 Boulder County Flood is one of the largest floods in the history of Colorado with over 17 inches of rain in 4 days. The City of Longmont was located at the center of this flood. Longmont had 5 creeks at or above flood stage. The City spent 20 years constructing channel improvements including 3 large projects in the 3 years prior to the flood. These 3 projects saved over $60 million of potential damages. This presentation documents these projects and how they affected the extent of the flooding with photos and overhead videos.
